To avoid confusion in public include space, gdal should put all its headers into a subdir

Description

Currently all public gdal headers get installed by default into /usr/local/include. It should be the default to put them into /usr/local/include/gdal, as there are many header files that are not easily recognized as gdal headers.

Mateusz did suggest that too a few weeks ago as #3435. Closing as duplicate
