Add support for OGC Tiled WMS Specification to WMS Driver

Trent Hare has requested that the WMS driver be extended to support the OGC Tiled WMS Specification. This ticket is intended to track this effort.

The only public document I could easily find on this is 07-057r2 - OpenGIS Tiled WMS Discussion Paper.

It does not appear this approach has been adopted as a specification. A request for clarification on the status has been forwarded to Keith Pomakis, the editor on the paper.

I think this has been superseded by the OGC WMTS standard : ​http://www.opengeospatial.org/standards/wmts

Do you have a WMTS server you would like me to test with? I'm thinking of picking this up now.

It looks like I can use:

as one sample service.

There's the TMS minidriver of the WMS driver. And now a WMTS driver. So closing
