DOQ WKT has a misleading name

Description
The WKT strings produced by both DOQ1Dataset and DOQ2Dataset have a misleading name, e.g. PROJCS["NAD 83 / UTM zone 1N",GEOGCS["NAD83",..... It would be better if the "UTM zone 1N" part had the real zone number, which is used in building up the rest of the WKT, instead of always being hard-wired to "1".
