gdal_rasterize should be able to draw polygon contours

Description
gdal_rasterize can draw filled polygons, but not the contours. A new parameter should be added, specifying the line width. If the line width is zero or not specified, the polygons will be filled.

In fact there are a lot of things that could be added to gdal_rasterize.
