as per this discussion ​http://lists.umn.edu/cgi-bin/wa?A2=ind0705&L=mapserver-users&T=0&F=&S=&P=16248 and information on page ​http://www.csc.fi/tutkimus/alat/geotieteet/infra/fwtools_coordsys (in finnish) the gcs.override should contain the line:

4123,KKJ,6123,Kartastokoordinaattijarjestelma 1966,6123, 9122,7022,8901,1,0,9606,-96.0617,-82.4278,-121.7435,4.80107,0.34543,-1.37646,1.4964

I reapplied this in r15558 as it seemed that it had been accidentally overridden in r14987
