Problems with gdal-config

Description 

It seems that values in gdal-config are only created on the first configure
pass; subsequent make dist-clean calls don't remove gdal-config and subsequent
runs on configure don't seem to update the values in gdal-config.

I have modified apps/GNUmakefile to remove gdal-config and gdal-config-inst
in the make clean target.  This should resolve this problem.
