Enable errors in PHP.ini
Load Sheboygan map in a Flexible Layout
Run the theme widget
Theme on Parcels -> RTYPE property
Apply the theme. It fails because PHP reports warnings about EntityRef: expecting ';' in Entity in DOMDocument::loadXML
This is most likely because of the theme rule for 'S&W' does not properly escape the & character when generating the layer definition XML.
