Zoom Window with World-Miller Coord Sys Incorrect

Description

When using the zoom window tool in a map with a World-Miller coordinate system, the resultant zoom window is the correct size, but not in the right place. In addition, using the Overview Map in this scenario and placing the current map window in a new location yields inconsistent results. Load the attached package and then open the SCDOE map. The SCDOE_standard map is a normal layout and this problem does not exist.

I loaded the attached package and although World Miller has meter units, it appears that the initialView is set to lat/lon values. Is this correct?

This is data from a client and configured as they had it setup in their old site. You're right, the map coordinate system does not look correct. But, changing it to LL83 and the map and overview map still exhibit the same problems. It seems that the zoom functionality would be independent of the coordinate system assigned and would work consistently with a map relative to itself. Could it just be some zoom rectangle bounding box coordinate rounding issues since the scale is very small in this case?

I suspect that the very small scale is the issue here (extent interpreted as meters gives a total extent of about 5m x 5m). Also, the large values for the OverviewMap min and max ratio parameters mean that the overview map is zoomed out much too far so rounding errors will throw off the rectangle. Closing this for now. If the problem persists with correct units for the map definition and better min/max ration parameters please re-open the issue.
