Fusion base map layer group visibility

1. Edit Sheboygan map to exclude CityLimits layer in Layers section and include it in Base Layers section
   
2. Set base layer scales to be same as commercial base layers
   
3. Set "Group is initially displayed in the map" to false
   
4. Open a flexible layout that uses this map
   
5. Notice the CityLimits tiled layer is on, even though the legend shows correctly that the layer group is off

proposed solution: in the end of map loaded, check the base layer group and see if it is "initiallyVisible", see the attachment.
