Description
- Edit Sheboygan map to exclude CityLimits layer in Layers section and include it in Base Layers section
- Set base layer scales to be same as commercial base layers
- Set "Group is initially displayed in the map" to false
- Open a flexible layout that uses this map
- Notice the CityLimits tiled layer is on, even though the legend shows correctly that the layer group is off
