Cannot open context menu in select mode

Description

  1. Change to Select mode (click Select button).
  2. Right click on map.

Result:
No context menu show.
It is fine to right click on map in other working modes e.g. Pan, Zoom etc.

Expectation:
Show context menu correctly with select mode.
