Description
The files text/fr and text/fr.json contain almost entirely English strings. I believe they were added as placeholders, but the default 'en' versions can be used just as well as templates for the creation of localized string files. They should be removed, as keeping them in sync with the en resources just creates a maintenance issue.

Paul/Mike please advise if it is ok to remove these files from the trunk stream too.

I have reverted this change for now, since the files are useful as placeholders, and for simple testing of localization support.
