Description
Report from Autodesk QA.
Steps:
- Load the attached package.
- Open the flexible web layout named 2scaleRange by IE.
- Theme -> name it Scale1, and select 0~1000000 as scale range, Apply.
- Theme-> Name it Scale 2. and select 1000000~Infinity as scale range, Apply.
- Zoom in till Scale>1000000
Results: The Themed layer, Scale1 still displayed.
Expected results: Once out of range, the layer shouldn't be displayed.

The themeing was being properly applied however un-themed scale ranges were being retained in the layer rendered like the origianl layer so it looked like the themed layer wasn't there.
