List of External Provider widget is not updated per Map.

Description

Steps: From Autodesk QA

  1. New one flexible web layout with 2 maps.
  2. Select different base layer for each map.
  3. Save flexible web layout.
  4. Open it in IE.
  5. Switch Map.

Results: After switching to another map, the list of external provider keeps the one of the default map.

Expected results: The list of External Provider should be consistent with ones selected for maps.
