When a group is turned off is a mapdefinition, the legend breaks

Description
From what I can see, if a group is turned off and a layer is turned on, the legend gives a javascript error. It seems that in loadmap.php $group->GetLegendLabel?() returns an empty string when the group is off.

I'm not seeing this error any more, it likely has been fixed under another ticket. Please re-open with details to reproduce if this isn't the case
