Description
Per the FDO Provenance Review some raster data in GDAL/TestData has unknown origins.

This ticket is an attempt to track an action item to review questionable items, and potentially re-engineer the unit tests to use other, known safe, data.
Current "at issue" data:
Action items:
- GregB: review other oustanding data.
- FrankW: replace data no one can speak for, with comparible safe testdata and update unit tests accordingly.
