Duplicate cooridnate systems should be deprecated

Being maintained by as many as four individuals independently and simultaneouly (for long periods of time), a lot (200+) of duplicate coordinate system definitions have crept into the Coordinate System Dictionary and the catergory data file. These definitions should be deprecated. As they should not be removed, by deprecation it is meant that they be moved to the LEGACY group and the Obsolete category. Otherwise, they remain in the dictionary and available for use. (There are duplicate datums and ellipsoids as well, but that's an issue for another day.)
