The tolerances used in TestN of the new ConsoleTestCpp program are too tight. As a result, lots of definitions are flagged as being different when the only real difference is the degree of precision with which a parameter is specified either in CS-MAP or EPSG.

Tolerances expanded and additional logic added to the comparison logic to eliminate erroneous reports. Not necessarily all, but certianly those which prompted the writing of the ticket. Submissionprodiced revision 1588.
