NameMapper is out of date.

Description
The NameMapping facility of CS-MAP, which also maps things like EPSG codes, needs to be updated to EPSG version 6.18.

As of revision 1588, the NameMapping facility has been updated to EPSG 6.18, just days after EPSG released EPSG 7.1 :>).
There can be no guarantee that the mapping is 100%, but its pretty close. Note that there are several hundred definitions in the EPSG dataset which are not supported by CS-MAP (as yet, anyway), so these are not mapped; of course.

We'll deal with this issue in a couple of phases. This first phase we'll make the channges which can be accomplished by simply updating the NameMapper.csv file. Other updating issues which require changes to the dictionaries in addition to the NameMapper.csv file will be done in a second effort at achieveing a complete (well, as good as we can get) update.
