Tolerances expanded and additional logic added to the comparison logic to eliminate erroneous reports. Not necessarily all, but certianly those which prompted the writing of the ticket. Submissionprodiced revision 1588.

    1 The tolerances used in TestN of the new ConsoleTestCpp program are too tight.  As a result, lots of definitions are flagged as being different when theonly real difference is the degree of precision with which a parameter is specified either in CS-MAP or EPSG.
