Add parameter standard_parallel_1 for LM1SP in ESRI-flavor WKT

If the flavor is ESRI, it uses the projection method name "Lambert_Conformal_Conic" for LM1SP in WKT. Refer to the lambert-conformal-conic, To define the projection with one standard parallel (Lambert conformal conic 1SP variant), use the same value for the standard parallel 1, the standard parallel 2, and latitude of origin parameters and set an appropriate scale factor. Refer to the using-spatial-references, it needs to include the parameter standard parallel 1 for LM1SP.
