Updated JGD2011 cannot be read by CS-Map, instructions are stale

The instructions in Dictionaries\Japan\ReadMe.txt no longer work. The following updated instructions were provided via an email discussion:

I found the download site and file were changed.

The .par file downloaded via the updated instructions cannot be parsed by CS-Map due to the header being longer than expected, and containing things that look like numbers (there are two distinct heuristics used by CS_japanNew.c for parsing/skipping the header).

Proposed fix for reading new JGD2011 grid

Corrected at revision 2491. Since the file name has changed since the provided patch file was generated, the change had to be made manually. The resulting module will now read both the new and the old file formats. The test data available for the old format still passes. No test data for the new file format is available to the best of my knowledge.
