v13 has wrong geoid99 header packing, and can't load grids

Description

The CS-MAP 13 upgrade removed some pragma packs related to NTv2 - apparently they were also necessary for geoid99 support. Just putting the old pragmas back in place resolved the issue.

Actually I've only tested this trying to load geoid03 grids, but I have to believe geoid99 grids are similarly impacted - they use exactly the same code.
