libgdal-ecw (1.10.0-1~raring1) appears to be missing build files. 

$ sudo gdal-ecw-build /usr/local
Extracting GDAL/ECW tarball
Building GDAL/ECW plugin
sh: 0: Can't open ./configure

The ​diff from 1.9-1.10 shows Makefile.in, aclocal.m4, configure and configure.in missing.
