Legend "Show file groups" toggle state not synched with project file

Description
In the Legend context menu the "Show file groups" toggle state is not synchronized with the state stored in a project file when the project file is loaded.
If the file groups were showing when the project is saved, and the toggle is off when loading the project the "Show file groups" needs to be clicked twice to hide the file groups.
Similarly. if the toggle is on and a project that has the file groups hidden is loaded the "Show file groups" toggle needs to be clicked twice to show the file groups.
Expected behavior is that the "Show file groups" toggle state reflects the visibility of the file groups as stored in a project file upon loading the project.
This is a minor issue, but it is confusing to users.
