This new geometry is to return a polygon as an ellipse shape

Guys this has patch has been sitting here for gasp 3 years. Is there something wrong with it, do we need to ask for another?

Epzt, if you're still reading, could you also add CUnit testcase for the new functionality ? Also is the "direction" parameter compatible with the return from ST_Azimuth ? And would it make more sense for "nedges" to be expressed per-quadrant, to be consistent with what ST_Buffer takes ?
Unified diff format would be preferred.
