This issue has been raised by Rémi Cura in http://lists.osgeo.org/pipermail/postgis-devel/2016-February/025618.html
I've worked on a patch to fix this, I'll submit it as a pull-request on github referencing this issue.

Concur, it's hard to predict what 3rd parties depend on, so discretion is advised. Trunk only.

I've committed Julien Rouhaud's patch to trunk at r14786. Since this change in behavior could be significant for some applications, I'm thinking it's best to leave it out of the 2.2.x branch for now. Any thoughts on this?
