Description
we need a "Last Updated" label in the .sql scripts which can be read by postgis_proc_upgrade.
We also need to revise our developer documentation to include instructions on updating.

r12493 in trunk adds the postgis_proc_upgrade.pl part. Dunno exactly where to document those labels, as we have multiple input .sql files…
