Update postgis website quick intallation instructions to reflect latest stable version

Description

This should be really part of our how to release. Its causing some people some frustration evidentally especially since the instructions changed between 1.3 adn 1.4 and people are accidentally loading the wrong file from their 1.3 install instead of using the 1.4 files.
