Description
The binary shp2pgsql-gui misses a man page, which violates at least the Debian policy.

done for trunk 2.2 at r11705, 2.0 at r11706, 2.1 ar r11707.
However I suspect I'm missing something. How do the man pages get installed. I presume we need to change the configure scripts to install in right location?
Feel free to reopen if this needs to be amended or if I should have put it in docs instead of loader folder. I put it with the other plain text instructions.
