Can't compile under windows anymore

Description

Seems since change to config.ac

in r11204 (possibly r11203), I can no longer compile under windows.

Having issue on both winnie and my local box, so don't think its just winnie having a fit.

that c hange looks harmless. I'm going to do some tests before I raise any more alarms could be something I changed.

I just blew out the whole directory on both build bot and my local and started from scratch. Annoying but seems to be working.

I think my regress script might have been doing something really stupid like removing the POSTGIS_TMP_DIR that was trying to be used to create configure files right after configure.
