Loading logic for tiger 2012

Guess I'm behind times. I see they've release tiger 2012 tables. Hopefully they didn't change the structure this time.

Okay I think I've resolved this r10633 - r10634. I created a separate file tiger_loader_2012.sql and changed the create new scripts to use that instead. I think that will work for 2011 as well, but won't merge until I've tested with 2011.
The folder is now misnamed so will rename before I close this ticket and also need to update the readme and docs.

Okay I've documented this new feature in r10657 and revised the update scripts in r10656 to have this new loader script.
I'm still contemplating renaming the folder, but not sure it's worth the effort since 2012 load just required one minor adjustment and I suspect the script would work for 2011 data as well.
Things were looking promising for a bit simply changing the years and paths in loader_variables table to 2012 almost worked.
Seems they've changed structures yet again. I loaded nations table with script, no problem.
When got to faces, (loading MA, DC), things went downhill when got to faces

I script works fine with 2011 data folder, but when switch to 2012 then I get error at faces.
