Windows installer stop creating template_postgis for 9.1+

Description
I guess we'll probably still need to do this for 9.0 but for 9.1+ starting 2.1, we plan to stop adding a template_postgis database. We'll still have the create example postgis database but have it unchecked by default.
This will mean that for most users we won't need to prompt for username and password which is still an issue if they've got some weird characters in their password that don't get escaped right in batch script.
Speak now if you have issue with this.

Do we need a component for windows installer here ? Is there any file in the official git repository related to that installer ?

I already took this out a while ago. Forgot to close. No windows installer has no git files and really shouldn't.
