pg_restore is just an .in and not pre-built in tar ball

Description

The tar ball for PostGIS 2.1.0SVN just has postgis_restore.pl.in

and not postgis_restore.pl

When did this change to require making. I thought it was just raw postgis_restore.pl in prior versions?

Ah okay. I'll dismiss this then. I guess anyone downloading the tar ball is going to compile and it will be built. I already changed the windows build bot to distribute the generated ones before. Before I was just doing an svn export.
