rfe: please package gpsbabel

Hi,

GRASS's v.in.gpsbabel relies on the gpsbabel software. It would be really great if OSGeo4W could package that too, as it pretty much doubles the available import (GPS) vector formats vs. OGR alone.

Also QGIS uses it for GPS imoprt/export.

As a work-around I looked at just copying the .exe into the osgeo4w bin dir from the official gpsbabel download. but it ships with a copy of libexpat.dll (XML parser) and there is already a copy of that in osgeo4w/bin/. I assume if the two DLLs were not identical that approach won't work, segfaults etc.
