Grass devel 71 incomplete entry in setup.ini

The current setup.ini for grass71-dev is missing the install: entry, which is supposed to contain the path to archive file, file size, and check sum.

The archive file is present at ​http://download.osgeo.org/osgeo4w/x86/release/grass/grass71-dev/ so I'm not sure how the entry got omitted.

error: x86/release/grass/grass71-dev/setup.hint:7: can't open x86/release/grass/grass71-dev/grass71-dev-7.1.svn-r64718-1.tar.bz2 - No such file or directory

The package is not available. The package archive is called grass-daily-7.1.svn-r64718-1.tar.bz2 instead.
