OSGeo4W 64-bit installer puts shortcuts in the wrong place

Description
During the install process I carefully told the installer to put shortcuts into OSGeo4W64bit so that I could keep them separate from the 32-bit application.
The installer has created the folder in the start menu, but the shortcuts are in the default OSGeo4W menu.

I just installed for a current user only on Windows 7 64 bit. Shortcuts were created where appropriate. Also I was asked to elevate privileges to make registry changes! That means it would fail to do so if I had no admin account.
Install for all users silently failed to create shortcuts or show OS request to elevate privileges.
