Add SOSI support to GDAL in OSGeo4W

GDAL/OGR can access data in the SOSI standard using the SOSI driver together with an external lib (FYBA). An Open Source version of the FYBA lib is available and distributed by the National Mapping Authority of Norway (Statens Kartverk) on ​https://github.com/kartverket/fyba.git. It would be great if this could be included as a OSGeo4W package. It would be a "unique selling proposition" for possible users of OSGeo in Norway to able to read and write GIS data in the Norwegian SOSI format directly, which is not possible with most proprietary GIS software.

Update: Since GDAL revision 26547 SOSI-support for OGR can be built as a plugin​http://trac.osgeo.org/gdal/ticket/3638 and MS Visual Studio build-routines have been developed for the required OpenFYBA-lib (available at ​https://github.com/kartverket/fyba.git.

gdal-sosi was meanwhile added to 32bit OSGeo4W
