osgeo4w-gdal-16: adding gdal-config

Hi,

is it possible to add gdal-config for osgeo4w-gdal-16?

so the daily refreshed WinGrass?-Installer ( http://josef.fsv.cvut.cz/wingrass/), built in a osgeo4w-based environment, could use gdal16 instead of gdal15 in the osgeo4w.

There is a template in apps/gdal-16/bin/gdal-config.tmpl, but no etc/postinstall/gdal16.bat to process it.

I am not aware of us ever having a gdal-config that works on windows. As far as I know, it is only used on unix-like systems.

I have reviewed the gdal package (1.5) and I don't see any production of a gdal-config script.

I would add that I hope soon to make a GDAL 1.7 package as the "standard" GDAL package and would suggest waiting for that before starting to retarget GRASS or other packages to non-standard GDAL packages.

mingw-libs has a made-up one, along with .a copies of the .lib files needed for grass.

grass build fine now on a daily basis, so this seems not necessary anymore.
