update OSGeo website from Incubation meeting in Jan 2012

Description

It appears that decisions made at the Jan 2012 incubation meeting have not yet been reflected on the OSGeo website. For example, rassdaman has entered incubation, but is not listed on the main page - maybe there are more projects affected. Hence, I'd kindly ask for updating the website accordingly.
