New geotools developer can't commit to svn

Description

The user 'ianschneider' can't commit to geotools svn despite being added to the committer group. User has attempted from multiple servers and got the same result.

Could not authenticate to server: rejected Basic challenge (​http://svn.osgeo.org)

Fixed, confusion with trac vs ldap accounts.
