Add PostGIS to web site

Description
PostGIS is officially accepted as an OSGeo project in Incubation. This needs to be reflected on the web site.
Additionally an Info Sheet needs to be set up at http://www.osgeo.org/postgis. I suggest to try to get someone from the PostGIS community to add content and also maintain it.

The main point of this ticket appears to be taken care of. I'd refer the discussion about the info sheet to the more general upkeep of all such material being tackled by the Marketing Committee/Live DVD. We can open another ticket that includes all the projects that need updated info since Postgis is not the only one.

I have added postgis to the projects list on the web site. Currently this leads to the postgis.org web site rather than an info sheet. I will also work to add an announcement about it entering incubation.
I'm not working on an info sheet.
