osgeo7 went down - move some services off it

Description
osgeo7 went down again, as before the login showed on the kvm, but unresponsive so had to do a hard reboot.
I'm planning to move over some services off of osgeo7 this weekend to osgeo9 starting with LDAP and nextcloud.
I also need to upgrade osgeo7 to Ubuntu 22.04 (it's currently 20.04). I may do that this weekend too.

I've moved ldap and id-web off of it. Still need to move nextcloud, but I'll put in a separate ticket for that and closing this one out.
