Motion to update project status template with regard to committer responsibilities approved.
ACTION: Frank to apply change, and table an example commiter responsibility document to incubator list

Changes to project status template approved, and moved to drupal web site.
Still need to take commiter responsibilities guidelines doc to Heather and later get it approved.

It has been some time now, but we got as much legal review as we are going to get from Heather and we have been using the commiter responsibility guidelines successfully.
