Wiki URL rewriting

Description
Currently the Wiki resposnds to these types of URL:
- http://wiki.osgeo.org/index.php?title=Marketing_Committee
- http://wiki.osgeo.org/wiki/Marketing_Committee
The Marketing Committee recommends to change it to this type of naming convention:
All other requests should be redirected to the new URL schema and get a 309 permanently moved with a hint how the URL needs to be structured.
There is a related Ticket at: http://trac.osgeo.org/osgeo/ticket/165 which first looks like connecting the Wiki to LDAP but further down it tries to clean the URL.
