New lists for FOSS4G2008

Description
The following lists are requested by the local committee:
- foss4g2008_private - with no archives and admin approval required for subscriptions
- foss4g2008_workshops - normal public list

I have created foss4g2008-private@….
It is setup to not appear in the list of lists at http://lists.osgeo.org/mailman/listinfo.
It is setup to require admin approval for subscriptions.
I have also set the list email size limit very high so large attachments can be sent through.
Tyler is the admin, and it uses a list admin address that matches the overall mailman "superadmin" password.
I'm hesitant to create a foss4g2008 workshops list. I'm not clear why we can't use:
http://lists.osgeo.org/mailman/listinfo/conference-workshops
for this purpose. It should have some of the past workshops folks on it, who I'm sure will have useful advice. Let me know if you strongly feel the need for a foss4g 2008 specific workshops list.
I'll take this task. Hopefully I'll get it done this afternoon.
