clarify ordering of Service Provider pages

Description
When a users searches the Service Provider pages, it would be valuable to explicitly state (at the top of any search result) that search results are in no particular order or preference. Or for the search functionality to specifically by a non-subjective field and state that as part of the search result.

How is that measured? The criteria should be published somewhere.

I guess it's not measured. Core contributors first, contributors next, everyone else last - each group in lexical order.

The only place where the measurement makes sense is at the per project level - where the project PSC can determine who their core contributors are.
I am not happy with how the service providers list is managed / sorted. We have the ability to filter the list by project ( see https://www.osgeo.org/service-providers/?p=geoserver ) but not sort the list by project. I think we were not clear on our requirement and will need to put this as an enhancement request for 2018.

Jef has the right ordering near as I can tell.
While I have tried to update the text, the result is a mess - I cannot search for a specific project (example "geoserver") except via a link from the project page. Because many organizations are core contributors for one project, they are all showing up as core contributors.
I think we should update this ticket to some enhancement requests:
- "filter service provider by project"
- "per project sorting order"
