Fixing mailman admin functions

There are a couple issues with mailman that I hope we can fix.

  1. web interface for creating a new list fails with an error after submitting the new list information (even though the list is created)
  2. mailman is not emailing passwords to list admin when new list is created
  3. we have to manually run genaliases and restart postfix each time

Shawn or someone else who knows mailman, could you please have a look at this and hopefully shoot a silver bullet into it. It will really help make it easier to admin these lists and reduce SAC dependency in the future :)

closing due to lack of activity and seems good enough for now, though not ideal
