STATUS and MINSCALE for labels

It would be nice to add these capabilities in a LABEL object.

The labels would be drawn if STATUS ON and could be drawn only at certain scales.

The workaround at the moment is to duplicate the layer, put all the objects as
transparent and label.

we now have label minscale/maxscale. not sure what status could be used for (override the layer labelitem if you want to remove the labels)
