PostGIS errors break WMS XML

The content of the PostGIS error strings is causing <br> symbols to find their
way into the WMS XML error blocks, making them into invalid XML.  WMS clients
will not be able to handle invalid XML, so this is not a nice bug.

Julien is currently working on encodingeverything that is output as XML by the
WMS and WFS interfaces, so that should fix the XML validation issue. Now,
another issue remains: the PostGIS error messages should not contain the whole
manual. ;)

Can we consider this one closed? I believe all output XML is encoded now.
