Label and symbol size should consider the RESOLUTION param

the MapFile reference :
"RESOLUTION : Sets the pixels per inch for output, only affects scale
computations and nothing else, default is 72"

I think it should also affect the label size and the symbol size

It does affect sizes of labels and symbols IF symbol scaling is enabled. Hanging on to this one as a FUTURE addition just in case.
